ALLEN PARK — The Michigan Wolverines gave birth to the emergency third quarterback rule proposal that was eventually ratified by the league last year. Now they’ve proposed four more rule changes heading into next season, one of which would grant head coaches an extra challenge if just one of their previous two challenges were successful. Currently, coaches must be successful on both challenges to earn a third.
