ALLEN PARK — The Michigan Wolverines gave birth to the emergency third quarterback rule proposal that was eventually ratified by the league last year. Now theyโ€™ve proposed four more rule changes heading into next season, one of which would grant head coaches an extra challenge if just one of their previous two challenges were successful. Currently, coaches must be successful on both challenges to earn a third.

 

The Lions also proposed three changes to the NFL bylaws, one of which would move the trade deadline back two weeks, to the Tuesday after Week 10. The Browns, Jets, Eagles, 49ers and Commanders joined Detroit in the proposal, suggesting it has a strong bid for ratification at t
