ALLEN PARK — The Detroit Lions gave birth to the emergency third quarterback rule proposal that was eventually ratified by the league last year. Now they’ve proposed four more rule changes heading into next season, one of which would grant head coaches an extra challenge if just one of their previous two challenges were successful. Currently, coaches must be successful on both challenges to earn a third.

The Browns, Jets, Eagles, 49ers and Commanders joined Detroit in the proposal, suggesting it has a strong bid for ratification at the owners meetings later this month.
